VOY A COLOCAR EL ENLACE DE INFO-SUR...un diario digital


INFOSUR nos trae una serie de reportajes interesantes y el que me ha parecido más valioso es el que nos cuenta que Bill Clinton ha tomado la iniciativa de promover inversiones en HAITI. Este país tiene un gran potencial para el turismo sustentable, para el agroturismo y el ecoturismo. Ojalá los españoles y franceses inviertan allí y ojalá los técnicos de Costa Rica y de República Dominicana puedan dar asistencia técnica.

Haití tiene hesmosas playas,y además sus pintores primitivos o populares son reconocidos mundialmente y los excursionistas de cruceros que llegan allí se entusiasman con esa apintura haitiana y es lo primero que compran al bajar del barco. Su ritual llamado BODU, de origen africano, también forma parte de su cultura.

ESte país puede salir de la pobreza en uns generación (en 50 años) si desde ahora empiezan la promosión de inversiones públicas y privadas, pues es lo único que produce empleos y oportunidades.

Además: La República de Haiti o Haití, es un país del Caribe, en la parte occidental de la isla La Española, limitando, al este, con la República Dominicana. Su área total es de 27.750 km² y su capital es Puerto Príncipe.

Haití es una antigua colonia francesa, fue el segundo país americano en declarar su independencia, en 1804, le antecede Estados Unidos.

Haití es recordada en los anales de la Historia de la Humanidad por ser el primer caso en que los esclavizados abolieron el sistema esclavista de forma autónoma y perdurable en el tiempo, sentando un precedente definitivo para el fin de la esclavitud en el Mundo.

EL BLOG DE YOANI Sánchez: desde Cuba


Yoani Sánchez es una cubana joven se tiene un BLOG €n la Habana y ella ha sido multi-premiada pues es galardonada en el 2.009 con su BLOG GENERACION Y.

El presidente de EE.UU., Barack Obama, respondió a un cuestionario de la bloguera cubana Yoani Sánchez, en el cual se mostró a favor de una “diplomacia directa y sin condiciones” y no descartó viajar a la isla cuando “toda su gente pueda gozar de los mismos derechos y oportunidades” del resto de habitantes del continente. En su famoso blog Generación Y, Sánchez explicó que propuso siete preguntas a Obama a través de un cuestionario escrito.

Fuentes de la Casa Blanca confirmaron la veracidad de las respuestas, cuya contestación, explicaron, “no fue una cosa de una día para otro” .

“Llevo tiempo diciendo que es hora de aplicar una diplomacia directa y sin condiciones, sea con amigos o enemigos”, sostuvo el Mandatario estadounidense al responder al cuestionario. Según Obama, “en el caso de Cuba, el uso de la diplomacia debería resultar en mayores oportunidades para promover nuestros intereses y las libertades del pueblo cubano”.

Luego de un encuentro de trabajo con el presidente de Corea del Sur, Lee Myung-bak, el inquilino de la Casa Blanca concluyó ayer en Seúl su primera gira por Asia. Washington, Seúl. ANSA.

EXAMINER: un lugar interesante para escribir


Examiner es un lugar muy interesante para escribir artículos en idioma inglés, muy parecido a NewPublic.Arriba he colocado el link en caso de que exista un lector interesado en este asunto.

Por ejemplo, en la sección dedicada a la revisión de libros podemos leer lo que sigue:

If you are concerned about the current economic crisis Ron Paul's new book, End The Fed, should be a part of your quest for understanding. There is a wealth of knowledge on the two schools of economic thought, central banking and American monetary policy. In it, Dr. Paul discusses the reasons we are in this current economic mess and why we cannot continue down the path we’re on and still remain a free people. Tyranny always goes hand in hand with the government’s wrecking of the money system. (pg 117)

Dr. Paul explores the views of the past and present Chairmen of the Fed in their own words from the Congressional record when Alan Greenspan and Ben Bernanke have testified before Congress. The Congressman raises concerns about the sustainability of the current Fed monetary policy, which “creates fiat money out of thin air” and the possibility of a dollar crisis. He also delves into the causes of the Great Depression.

…the Depression was the fault of the Federal Reserve. (pg 110)

It was the credit expansion of the 1920s causing the stock market bubble that was the real cause of the crash. (page 111)

Dr. Paul has long been a champion of individual liberty and the free market. As part of his discussion on why America should end the Fed, Dr. Paul quotes from economist John Maynard Keynes. Keynes wrote the book, The Economic Consequences of the Peace, before he became an advocate of inflation:

Lenin is said to have declared that the best way to destroy the capitalist system was to debauch the currency. By a continuing process of inflation, governments can confiscate, secretly and unobserved, an important part of the wealth of their citizens. There is no subtler, no surer means of overturning the existing basis of society than to debauch the currency. The process engages all the hidden forces of economic law on the side of destruction, and does it in a manner which not one man in a million is able to diagnose. (pg 171)

La traducción de este párrafo sería como sigue:

Lenin decía que la mejor manera de destruir al sistema capitalista es corromper la moneda. Mediante un proceso continuo de inflación, los gobiernos pueden confiscar, en secreto y sin ser visto, una parte importante de la riqueza de sus ciudadanos. No hay un medio más sutil que este, no hay medio más seguro para trastocar la base existente de la sociedad que corromper la moneda. El proceso involucra todas las fuerzas ocultas del derecho económico al lado de la destrucción, y lo hace de una manera que ni un hombre en un millón es capaz de diagnosticar.


This book should be part of a new curriculum in higher education. The only way we will be able to preserve our republic is for a well-informed public to demand it. I highly recommend that every citizen read End The Fed.

    The average articles in big magazines today are full of anecdotes. By anecdotes, I mean any specific, short, significant story or incident.

    There are, of course, exceptional articles which follow no rule. But the average story is divided into four elements.

    FIRST: the all-important lead that acts like a snowplow, forcing its way into the reader’s attention, luring him into finishing the story. This should be striking, bright and, in the average story, it is an anecdote.

    SECOND: immediately following the lead is the locomotive, the powerhouse of the story, corresponding in an article to a broad quick survey of what the article is going to cover yet still written compactly and colorfully.

    THIRD: following the locomotive, are the string of cars. In shear number of words, these far outweigh all the rest, and form the bulk of the article. The more anecdotes and incidents, the better chances of selling the article. It should be packed with paragraphs beginning: “For instance…” or “Not long ago, a Caracas banker…” or “One June morning last year…” or “As a tall grizzled Maracaibo hog farmer put it…” But they must also be arranged locally and carefully in sequence, with one subject leading to another, by smooth transitions corresponding to the couplings between railroad cars.

    FOURTH: the would be the caboose of a story, or the "kicker." This isn’t absolutely vital, but it helps round off the story neatly, for both reader and editor, and never forgets an editor is a reader, too. The ending can be another anecdote, an apt turn-of-phrase, or a repetition of something already in the article with a comment on it.

    An astonishing number of magazine articles, when analyzed, fit this pattern. And, almost mechanically, nearly any mass of facts about any subject can be poured into this mold. Assuming, of course, that you’ve done your reporting carefully, and have collected enough facts, including little stories about the subjects, incidents, quotations, offbeat details, and human interest touches.

    We can see an example of these principles:

    It was only a few weeks ago when President Chavez visited a major Spanish bookstore located in Gran Via: La Casa del Libro. In doing so, he caused congested traffic in that important artery artery. Curiously, after the newspaper El Mundo of Madrid reviewed what happened, readers immediately began to write their comments on the story. Within minutes almost 500 short pieces on this surprise visit to had been a bolt of traffic, worse than what we see in the city of Caracas.

    One of the Spaniard said: "I have had one hours standing on the Gran Via and it is incredible that the visit of a President of a Banana Republic us, the Spanish, we must accept the cost of lose all the time of world with this blockade that has caused this visit."

    Another commentator wrote: "A shame! Often jam has been mounted because Mr. Gorilla Red wanted some books. If I were the Chief Security Spanish, they take the police and demand that his President return to the hotel by Metro as a worker more”.

    Comments could be classified into several types:

    a) the comments censured for having taken the bus lane from the Gran Via with 12 cars for an hour and without paying the fine if we turn to the living in that city;

    b) comments that took that occasion to censure the President Zapatero;

    c) comments applauded socialism against imperialist barbarism;

    d) comments decrying the president for accompanying such person only to ensure good business.

    Many commentators called the President of Venezuela the dictator of a banana republic. Others pointed out: "Tell me what you read and I'll tell you who you are."

    The most frequently used word was "ashamed" and "dictatorship", but the comments were polarized, which re-ratify that Manichaeism is a unique aspect of those who believe in the digitized journals.

    As noted many years ago: Revolutions have a double meaning to many people. On the one hand, they are the end of an era, and on the other hand, revolutions mark the beginning of other social policies, such the "missions" in Venezuela, that perhaps serve as a driving source of the ideals of possible changes.

    While in cyberspace writers and citizen reporters can point to the truths uncovered by blogging or Tweeting, digital communications are qualified arguments and debates are organized differently.

    The importance of the news of the newspaper El Mundo of Madrid could be measured by its nearly 500 comments, posted in under an hour.

    Los comentaristas realmente hacen la noticia

    Fue solamente unas cuantas semanas atrás cuando el Presidente Chávez visitó una importante librería española ubicada en la Gran Vía : La Casa del Libro, formando una algarabía y congestionando el tráfico de esa importante arteria vial. Pero lo curioso de esa visita fue que después que el Diario El Mundo de Madrid se dedicara a reseñar lo acontecido, de inmediato sus lectores se pusieron a redactar sus comentario que llegaron, en pocos minutos, a casi 500 escritos cortos sobre esa visita sorpresiva que había producido una tranca de tráfico, peor de la que podemos ver en la ciudad de Caracas.

    Uno de esos españoles indignado dijo: “Me han tenido una hora parado en la Gran Vía. Se creen que esto también es una República Bananera como Venezuela, para aceptar los caprichos de Chávez aunque nos cueste a los ciudadanos españoles perder todo el tiempo del mundo con esta gran tranca de vehículos que la visita ha ocasionado”.

    Otro Español con mucha ironía se indignaba y escribía: “¡¡¡Una vergüenza!!!, menudo atasco se ha montado en esta vía porque el Sr. Gorila Rojo quería comprar unos libritos. Si yo fuese el Jefe de Seguridad español, le quito toda la policía y además le exijo que se vuelva en metro a su hotel como un obrero más . ¡¡Ya sólo faltaría que Zapatero con Chávez se vayan en patineta¡¡

    Y cuando otra persona que escribía su comentario señalaba que no entendía porque España tenía que “estar bailando el agua a este tipo”, para referirse con esa expresión muy madrileña que era vergonzoso que un dictador cortara todo el tráfico sólo para comprar 60 libros que seguramente después no leería sino algunos párrafos que le sirvan a él para hacer comentarios superfluos.

    Es que los casi 500 comentarios se podían clasificar en varios tipos: a) los comentarios que censuraban el haber ocupado el carril de los buses de la Gran Vía con 12 coches durante una hora y sin pagar la multa que si nos toca a los que viven en esa ciudad; b) los comentarios que aprovechaban esa ocasión para censurar al Presidente Zapatero; c) los comentarios que aplaudían el socialismo contra la barbarie imperialista; d) los comentarios que censuraban al presidente de Repsol acompañando a semejante personaje sólo para asegurar un buen negocio.

    Muchos de los comentaristas calificaban al Presidente de Venezuela como un Dictador de un país bananero. Otros señalaban : “dime que lees y te diré quién eres”.

    Los comentaristas, en relación a la noticia del Diario El Mundo, se atornillaron más en lo que una vez se denominó en Ciencia Política : “la espiral del cinismo o de la hipocresía”.

    La palabra más utilizada fue: “vergüenza” y “dictadura”, pero la polarización de esos escritos estuvo también presente para volver a ratificarnos que el maniqueísmo es un aspectos singular de los que opinan en las revistas digitalizadas.

    Como se señaló hace ya muchos años: “las revoluciones tienen un doble significado para mucha gente: marca, por una parte, el fin de una época y, por la otra parte, las revoluciones señalan el comienzo de otras políticas sociales, como las llamadas en Venezuela “Misiones” que a lo mejor sirven como fuente motriz de los ideales de posibles cambios.

    Mientras en el ciberespacio los escritores y reporteros ciudadanos pueden señalar sus verdades utilizando sus Blogs o el Twritter, en la comunicación no digital se matizan los argumentos y se organizan los debates de otra manera.

    La importancia de la noticia del periódico El Mundo de Madrid podía medirse por sus casi 500 comentarios que se escribieron en menos de una hora. Fueron eso comentarios, probablemente, el instrumento más influyente en la formación de una opinión publicada que en general no fue nada favorable al acontecimiento de ese día y, particularmente, a los personajes como Chávez, Brufau y Zapatero.

    La difusión de los testimonios de los lectores del diario fermentaron opiniones a la medida y según las características de los señalado en la noticia periodística y no cabe otro análisis de esos comentarios que no sea dentro del contexto histórico político del momento.

    La durereza de lo que se dijo en ese día no pudo frenar los pocos comentarios positivos de una visita que no fue aceptada como buena.Por ejemplo, como lo había rematado el comentarista número 33 cuando escribió: “Todos los locos tienen cambio continuo de estado ánimo, sin excepción, y más aun cuando se habla de un DICTADOR. De momento las relaciones con ambos países son estupendas, pero no te descuide España, ni te fíes del loco, porque en cualquier momento puedes recibir una puñalada trapera por la espalda”.

    Pero hubo otros que para demostrar su apoyo acompañaron su comentario con una expresión típica del país Vasco: “Gora Herriak”.

    Today, central and local government machinery provides educational, health, and environmental services.

    The state's social security system guarantees some protection against illness, age, unemployment, redundancy, and industrial injury.

    There are some types of goods and services, which must, if they are to be supplied at all, be provided through public authorities with indirect payment being made by the community in taxation. These are called public or collective goods.

    The growth in the provision of health services by the state is not, of course, without its critics.

    Some say state provision is inadequate because payment levels are lower than what states define as subsistence needs. There are inequalities due to the regional variation in welfare and discrepancies of poverty index. Some find inhumane treatment from restrictive eligibility. The relative burden of rising welfare costs can seem less dramatic than the absolute rise in total costs. There can be intrusive administration. While welfare reform in the United States is about many of these issues, it is most certainly not about one: economics.

    President Barack Obama is working to reclaim his health care initiative from critics and boost momentum to push his chief domestic priority through Congress.

    The principle arguments against his plan are:

    1) cost of their 10-year coverage plan;

    2) control the rise in health care spending;

    3) the issues about benefits for illegal immigration medical malpractice; and restrictions on abortion coverage.

    Obama is still negotiating the health plan. He does not want the status quo. He is seeking a consensus on a new way forward.

    What are the conservative organizations that do not want the plan? Some are: Freedom Works, Patriots and ResistNet Tea Party.

    But these organizations know that 48 percent of Americans under 65 years old will, in 10 years, be uninsured. In the same time period, 57 percent of people under 21 will not have insurance. In 2010, according to the U.S. Treasury, 33 percent of Americans will not have coverage of any kind.

    Welfare is a public business. What America needs now is a good assistance program and “workfare” especially for persons with incomes below the so-called poverty line. There are two techniques for administering these kinds of public subsidies to the poor. One is crude, while the other is significantly more subtle.

    The crude technique limits benefits to those who can establish need through disclosure of their income and resources to an administrative official, and also explicitly pinpoints the beneficiaries.

    The subtle technique spreads benefits across a broad spectrum of the population, subsidizing many without need as well as those in need.

    In the subtle class the leading program is compulsory, contributory social insurance (social security) to provide income for old age, for survivors, for hospital care of the aged, and for disability.

    This income transfer program and, in the ideal free enterprise society, earnings-related income sufficient to afford a decent standard of living would be available to all family groups and unattached individuals.

    For some, this income would come from employment, for others from savings or from the proceeds of equity in insurance or retirement systems. But the free market does not insure an adequate income from these sources; both crude and subtle programs take up part of the slack.

    In addition to the traditional preoccupation with relating relief to one's work work ethic, a new concern is that income subsidies and an insurance plan be adequate, and that they be provided in a manner that preserves human dignity, avoids putting a stigma on the poor, and provides no special advantage to any public official.

    To adjust the older health-insurance status to the newer goals requires a hard-to-achieve balance between charity, suspicion, incentives, inequalities, and duress.

    In almost 20 years, more than 20 congressional reports have looked at improving the living standards of the poor, but the American welfare system is, fundamentally, not enough.

    Another problem is the fragmentation of federal relief programs. Poverty and welfare are now major public issues, and it is tempting to assert that an efficient, management-minded national administration would arrange for coordination of federal relief program and thus have the best of both worlds, unity within diversity.

    However, no formula that will automatically create coordination of welfare programs at the federal level has been invented. Coordination “is not neutral,” according to Harold Seidman, former assistant director of the Bureau of the Budget.

    Fedele Fauri of the University of Michigan School of Social Work, said that any radical plan would not be adopted soon, so instead the focus should be on improving the existing welfare system.

    Success and failure in public program are relative terms at best. If a universally agreed objective could be achieved at the minimum possible cost, a program would, presumably, be a success. However, there are no universally agreed objectives for most programs and much more than just financial costs.

    Is social security a success because it benefits a substantial segment of the population and is popular with most Americans, or is social security a failure because its benefit levels will not sustain an elderly individual without other resources and because it continues to be tied to a singularly regressive tax?

    How much weight should be assigned popularity?

    What tests are appropriate in evaluating public programs to provide a social security program for the low-income population?

    Tom Peters, executive director of Tennessee Citizen Action, said that consumers have little choice when they shop for health insurance. "It creates a real danger for consumers, because they don’t have a choice."

    The insurance companies can arbitrarily raise rates and there is nowhere else for consumers to go. Peters argues the lack of competition makes national health care coverage a more realistic option. "It would give people the option to see what a different plan would offer," he said. "I think there wouldn’t be some of the overhead cost that goes into the private plans."

    According to some research, in the past decade, insurers recorded large profit increases, while premiums for Tennessee families increased by 62 percent. The insurance industry counters that government agencies have concluded they do, in fact, operate in a competitive market and that, since they are regulated, the regulators bare some of the responsibility for the rates. Critics claim that making national health care an option would be even more expensive than the current system.

    Others said that there are internal contradictions in Obama's proposal said . Why? Because Obama wishes to relieve the suffering of Americans, but he does not wish to challenge the old “Bottom Line” of the competitive marketplace. Unfortunately for him and for most Americans, he can’t have it both ways.

    Why is it that the private market is not used as a means of supply of all goods and services? Does the market in some sense fail as a resource-distributing medium? We are speaking of matters, which lie somewhat uneasily in borderline territory between economics and politics.

    A convinced socialist is far more likely to view government intervention in economic affairs in a favorable light than in a person who is temperamentally more inclined to follow laissez-faire doctrines. Furthermore, the differences between them may not be easily reconciled on the basis of economic arguments.

    Even when a strong case can be made, which suggests that the state can perform certain tasks more efficiently, in the economic sense, than private enterprise, one must still face the issue of the degree of power that the state should have over the individual’s affairs.

    This, however, is a political rather than an economic question, one where value judgments are involved.

    Socialismo do século XXI

    El presidente Chávez lanzó una amplia ofensiva para acelerar hasta el fin del año lo que él denomina “el camino para el socialismo del siglo XXI”, esto incluye eliminar las leyes “contrarrevolucionarias” e imponer nuevas leyes entre ellas las que modifican el régimen de propiedad y limitan el ejercicio del periodismo.

    Una de las leyes más polémicas es la Ley Orgánica de Educación, presentada el día 10 y aprobada en la Asamblea Nacional, dominadas por oficialistas, cuatro días después y a las dos de la madrugada.

    En un período de vacaciones escolares, los interesados en esa ley tuvieron dificultades para debatirla. La nueva ley, en la práctica, es la aplicación de de un sistema de educación basado en principios socialistas,estatizantes, centralizadora y autoritaria. Es una copia de la ley cubana.

    El gran riesgo es formar nuevos Hugo Chávez, especialmente se afirma que la ley de educación atenta contra instituciones como la autonomía universitaria, como también desvirtúa el propio concepto de educación, haciendo que las escuelas funcionen como comunas dentro de una doctrina comunista.

    La legislación crea lo que se llama el Estado Docente y de educación socialista, eliminando incluso la enseñanza religiosa del curriculum, así como también las escuelas privadas y reduciendo la libertad de cátedra de los profesores universitarios.
    Los consejos comunitarios se les otorga más poder e ingerencia en las escuelas. El gobierno dice que es una forma de establecer un vínculo de las escuelas con la comunidad. Pero para la oposición eso abre la puerta para interferir en las escuelas con propósitos proselitistas, es decir “lavar el cerebro”.

    La nueva ley también tiene influencia en los medios de comunicación, pues los medios deben ceder espacios para trasmitir programas educativos y pueden ser penadas por la retrasmisión contenidos, que según el parecer del gobierno, puedan ejercer una influencia negativa sobre los niños, lo cual abre una nueva puerta para el control de la comunicación y de la prensa.
    La ofensiva de Chávez es reducir los espacios de libertad y de opinión, lo cual confirma el carácter autoritario del régimen que gobierna en este momento en Venezuela. Con eso el país rico se encamina hacia un tipo de régimen obsoleto cada vez más parecido al que existe en Cuba.

    Twitter sin duda tiene todas las trampas de una moda en Internet: Cobertura mediática exorbitante, aprobada por celebridades, un buen tráfico de personas. Pero, según el análisis de Nielsen Online, Twitter presenta una débil tasa de retención, lo que no sucede por ejemplo con un blog.

    * Energía: El petroleo y el carbón son la base del problema. Los océanos, el viento y el Sol, son la solución.
    * Reciclar, Reutilizar y Reducir son la otra cara de la moneda.
    * Las nuevas tecnologías, por un lado los sistemas de comunicación por Internet, nos permiten reducir el consumo de energía, el riesgo de accidentes, el tiempo invertido en desplazamientos, la contaminación, etc.. y por otro los hay que nos proveen de energías renovables.

    Nos quedan 10 años para evitar cambios irreversibles en la Biosfera, esa región de la tierra en donde vivimos, fina como una capa de barniz en un balón de basket.

    Gunnar Myrdal founded and directed the Institute for International Economic Studies in Stockholm. He is one of the world's leading social scientists, and is above all an economist.

    This Swedish economist has given great importance to social reforms.

    In Sweden, for instance, huge social reforms were instituted at a steady and, in fact, accelerating pace. It's hard to develop when there isn’t enough work, with a major program of health and social insurance.

    Myrdal was fascinated to discover that over the ages, the great world religions and the grand philosophies attached to these religions have all been egalitarian in principle and thus endorsed the fundamental value of modern social policy.

    Why and how did it happen, that this shining idealistic vision of the dignity of the individual human being, of his basic right to equality of opportunity and also his right to assistance when in need, developed so early and in every corner of the world? And how did it survive so many centuries of blatant inequality and oppression?

    These two questions were always present in articles, essays and books.

    Although it is not easy to find answers to these questions, Gunnar Myrdal said that the conditions for an egalitarian social policy were gradually created when people were granted universal suffrage and labor organizations were strengthened.

    And that is precisely what seems to be happening in US with the new President Obama.

    Even more than that, political parties are now increasingly active in proposing improvements including a new pension system. Mr. Obama has done a better job of selling his package, and had worked harder at making sure that Republicans were included in the process and thus making it more difficult for them to oppose his plans.

    Sweden, of course, is an extreme case. But Myrdal sees much the same socio-political mechanism at work in the US when the Republican Party, under Eisenhower, did not attempt to reverse the reforms carried out by preceding Democratic regimes, although in various respects, these programs had been fought by the majority of Republicans in Congress, together with the non-liberal Democrats from the South. Instead, the Republican Administration continued the same policies in a cautious way.

    The Nixon Administration certainly did not indulge in President Johnson’s exuberant rhetoric about the "unconditional war on poverty" and the creation of the "Great Society". Satisfying the peculiar American quest for stilted eloquence, President Nixon competed by promising a "Second American Revolution".

    But at first, Nixon actually liquidated little of what had left from the Johnson regime. Nevertheless, the American nation will again find its way to imperatively necessary social reforms.

    To summarize, as far as the development countries are concerned, Gurnard saw that the welfare state as more than an achieved situation.

    Dynamically, It has become an almost immutable trend. Its further development can be slowed down for a time and occasionally even reversed.

    But alter such a stop it can be expected to continue its.course.By doing so, whatever struggles there are about specific items of reform, one of the results of the development is a broad national valuation consensus, though in specific cases such a consensus is first arrived at when a reform is already instituted.

    Of course economists traditionally came to assume a conflict between economic growth and egalitarian reforms. They took it for granted that a price had to be paid for reforms in terms of lower productivity of the national economy.

    The problem is as follows: how the savings ratio, labor input, and labor efficiency react to different degrees of equality in the distribution of income and wealth.

    The reforms were regularly argued simply in terms of achieving greater social justice.

    Only in more developed welfare states, such as Sweden, Denmark and Finland, the idea emerged that welfare reforms, instead of being costly for a society, were actually laying the basis for a more steady and rapid economic growth.

    A very important element in the development of social reforms, particularly in Sweden from the 1930's onward, was that the reforms became increasingly directed toward the welfare of the family and children.

    Such reforms could be advocated in terms of being "preventive" or "prophylactic". Thus, saving the individual and society from future costs and increasing future productivity. Such arguments are most easily applied to reforms in the fields of housing, nutrition, and more broadly, health and education. This is because income redistribution reforms protecting the living standards of families with children and, in particular, underprivileged families, can also have great societal benefits.

    Indeed, even old-age pensions and other policies to provide for the aged can be defended from the point of view of family welfare, because in modern urbanized societies, individual families are no longer able to care for them without great costs.

    However, it is necessary to bear in mind the political culture of the various countries, because the political leaders' way of thinking and policy analysis can have an important influence on policy-making.

    Darrell West, vice president and director of Governance Studies at the Brookings Institution, said, "Liberal became a code word synonymous with bad things, so Democrats devised a new way of describing themselves." He added, "It's all about the politics of language."

    In the meantime, Darrell West suggested that Obama and like-minded legislators ought to claim the mantle of moderation for themselves before it’s too late.

    "When you hear one of the conservative Democrats say, ‘I don't think we should be pushing forward on things like health care or energy right now, because we’re in a big hole already fiscally -- that's not a position that needs to be branded as a moderate position," West said.

    Ingenua Reflexión

    Es increíble la velocidad con la que han reaccionado la OEA y la comunidad internacional ante el problema político existente en Honduras versus la inacción, durante años, frente a las incontables violaciones constitucionales del actual desgobierno venezolano, las cuales darían lugar -sin duda- a una declaración de Estado Forajido por parte de la OEA.

    Hace años que el desgobierno venezolano viene implantando -en cómodas cuotas- un golpe de estado particular y no han habido reacciones de los organismos internacionales ni de la comunidad internacional, como si les fuera indiferente la suerte de los venezolanos; así mismo, no han tratado de coadyuvar a la recuperación de nuestro inexistente Estado de Derecho.

    Ojalá que lo de Honduras -en cuya situación tiene clara injerencia Hugo Chávez - sirva de campanazo de alerta frente a los desmanes del desgobierno venezolano contra sus nacionales.

    In his first book in November 1967, "To Seek A Newer World", Robert F. Kennedy announced his candidacy for the Presidency of the United States.

    He announced, “I do not run for the Presidency merely to oppose any man, but to propose new policies. I run because I am convinced that this country is on a perilous course and because I have such strong feelings about what must be done that I am obliged to do all I can.”

    This young politician wanted to be president to close the gaps between black and white, rich and poor, young and old and to stand for hope instead of despair, for the reconciliation of men instead of the growing risk of world war.

    Today Obama said the same thing. Intentions are the same. But what are the differences? This is the subject of this article.

    First, 1968 is not equal to the context of 2009. Today there is a deep depression like the 1930's. Nevertheless, these are big problems that have claimed Obama's attention.

    The two politicians worked in the Senate and the Senate is a place where problems are dealt with as they arise, and attention and effort are devoted to the crisis of the moment. But problems of public finance are different. In the US economy of 40 years ago, over 20 percent of total output was purchased by government budgets and one-third of total income was collected in taxes.

    Beyond the budgetary function, public policy influences the course of economic activity through monetary, regulatory, and other devices. But with Obama public enterprise plays a big role, because the crisis demands it that way.

    Obama knows that the modern capitalist economy is thus a thoroughly mixed system in which public and private sector interact in a comprehensive fashion. Nevertheless, these are the problems which have most insistently claimed the attention of this president: How to preserve capitalism, but also to control destructive capacity of the unemployment and the crisis of consumption.

    And certainly today's president would be asking the following questions:

    1) What criteria should be applied when one is judging the economic efficiency of various budgets polices?

    2) What are the responses of the private sector to various fiscal measures, such as tax and expenditure changes?

    3) What are the social, political, and historical forces that have formed the shape of present fiscal institutions and which determine the formulation of contemporary fiscal policy?

    Question one requires setting standards of “good” performance. Corresponding to the analysis of efficient behavior of households and firms in the private sector, this calls for a type of economics, which, in professional jargon, is referred to as “welfare economics” or “normative economics”.

    Question two must be asked if the outcome of alternative policies is to be traced. Analyzing the effects of fiscal measures thus involves what has been referred to as “positive” economics (i.e, how firms and consumers will respond to economic changes and testing such predictions empirically).

    Question three likewise involves a “positive” approach, asking why the fiscal behavior of governments is what it is. This not only is a matter of economics but also includes a wide range of historical, political, and social factors. How do interest groups try to affect the fiscal policies, and how do legislators respond to pressure? How are the fiscal preferences of voters determined by their income and social and demographic characteristics, and how does the political process, in fact, serve to reflect their preferences?

    The concerns of Robert F. Kennedy included racial injustice and improving the condition of workers. The slums or the inner city and the sub-employment rate (an average of 35 percent) and the possibilities of a self-government because democracy, in any active sense, begins and ends in communities small enough for their members to meet face to face.

    The alliance for progress or vast cooperative effort, unparalleled in magnitude and nobility of purpose, to satisfy the basic needs of the American people for homes, work, health and schools; a plan to transform the 1960s into a historic decade of democratic progress.

    At that time there were problem with China and nuclear weapons and today Iran and North Korea are the problems.

    South Vietnam and another kind of war-new in its intensity, ancient in its origin-war by guerrillas, subversives, insurgents, assassins, war by ambush instead of by combat; by infiltration instead of aggression, seeking victory by eroding and exhausting the enemy instead of engaging him. A lesson, which carries with it some basic truths, said Kennedy.

    First, that a total military victory is not within sight or around the corner.

    Second, that the pursuit of such a victory us not necessary to our national interest and is even damaging that interest.

    Third, that the progress we have claimed toward increasing our control over the country and the security of the population is largely illusory.

    Fourth, that the central battle in this war cannot be measured by body counts or bomb damage, but by the extent to which the people of South Vietnam act on a sense of common purpose and hope with those that govern them.

    Fifth, that the current regime in Saigon is unwilling or incapable of being an effective ally in the war against the Communists.

    Sixth, that a political compromise is not just the best path to peace, but the only path, and we must show as much willingness to risk some of our prestige for peace as to risk the lives of young men in war. And also that the best way to save our most precious stake in Vietnam -- the lives of our soldiers -- is to stop the enlargement of the war, and that the best way to end casualties is to end the war.

    Although the war in Vietnam was different from today in Iraq and Afghanistan, lessons are the same and this similar problems has to be resolved by the two politicians: Kennedy and Obama.

    Why learn to write? That sounds like a foolish question, but before passing it by too lightly, think it over. It does not mean penmanship, nor does it mean simply the casting of words, phrases, and sentences into paragraphs.

    But it does mean this: Can you write effectively? Can you influence another person through writing or speaking?

    In whatever line of work you engage, you may have the best ideas in the world, but if you cannot express them so that people will understand and be influenced by them, you will probably not accomplish much.

    The average person believes that writing for publication is a mysterious sort of thing. People are born writers, it is said. But like almost any other line of work, much can be learned. Some individuals show more aptitude for it than others, but nearly everyone with a working knowledge of English can accomplish something. And there are few lines of work in which effort properly applied will show such quick and tangible results.

    This article deals with the magazine article. Most important of all, this article aims to show you how to dig down to the bottom of a subject, assimilate large amounts of material quickly and readily, and hand the material over to the reader in an interesting form.

    It will show you how to secure crisp, well-defined ideas and how to keep your writing from becoming commonplace. You will learn how to write interestingly. These things will be invaluable to you, no matter what line of work you may later take up.

    The Idea

    Newspaper reporters often gravitate into the business of writing for magazines because they have this sense of knowing what will make a good story. In newspaper work, this is known as a “nose for news” or news sense. In magazine writing, as you will learn later, this same sense exists, but in a much broader way.

    Editors decline essays, articles, and papers submitted to them because they do not mean anything to the great mass of the people in the country today.

    What interests people? To insure acceptance, a manuscript must fit a particular magazine or newspaper; that is, it must some appeal to that publication’s readers. So we are going to simplify this matter by dividing articles into four main types:

    1. Articles that deal with subjects that are unique, new, out of the ordinary.
    2. Articles the primary purpose of which is to impart useful knowledge.
    3. Articles concerning or written by interesting personalities.
    4. Articles that succeed not so much because of subject matter but because of writing style.

    Whether in writing, it is the idea that counts. This article deals with the rather simple matter of writing articles. But before we get through, we are going to learn, rather definitely, just how to discover an idea for an article. Then we shall learn how to develop it, and finally how to inveigle some unsuspecting editor into sending us a good congratulation.

    The “nose for news or article” is the first requisite of a good newspaper reporter and is the first requisite of the reporter writer. There is an often used example of the fact that a dog biting a man would not be news, but a man biting a dog would make a first-rate item for a daily newspaper.

    The articles that are easiest to sell are those that “feature” something or somebody, or aid in accomplishing something. The article, which deals with abstract ideas, usually falls down because it lacks “backbone”.

    The first task of any writer is to secure the reader’s attention. His second task is to hold that interest throughout the article. And, very important, the writer must remember that the same things that catch the reader’s attention when he opens a newspaper are naturally those things that catch the editor’s attention when he sifts a manuscript out of the morning mail.

    There are four ways by which this reader attention is secured: (1) By the title of the article; (2) By the photographs accompanying it; (3) By the name of the author; (4) By the beginning of the article, or the lead, as it is called.

    If the attention is not secured, all is lost. And the article has failed in its purpose. Keep in mind the reader.

    Shorter Paragraphs and Vigor

    The tendency today is toward shorter paragraphs. Some well-known editorial writers and others go so far as to make practically every sentence a paragraph. The main thing to remember is that paragraphs should not be drawn out to too great length. Break them up.

    Writing today is much more vigorous than the writing of a few generations ago.
    If you have anything to say, say it without fear or apology or imitation of fine writing. And as far as possible, use the active rather than the passive voice. This will insure greater vigor and choice of proper words.

    "En Venezuela se criminaliza el trabajo de los cooperantes"
    Dos ONG acusan al Gobierno de Chávez de hostigamiento y amenazas, y denuncian una constante vigilancia

    Feliciano Reyna es presidente de Sinergia, una ONG venezolana fundada en 1996 especializada en salud, educación y defensa de los derechos humanos. Entre otras actividades, su organización atiende a enfermos de sida. Afirma que atiende a unos 35 ó 40 infectados al día. "Tenemos mucho trabajo en la ONG, pero pasamos la mayor parte del tiempo defendiéndola", comenta. Reyna se refiere a las amenazas y el hostigamiento del Gobierno del presidente venezolano, Hugo Chávez, hacia las ONG. "Descalifican al mensajero, pero no atienden al mensaje", explica.

    "En Venezuela se criminaliza el trabajo de los cooperantes", comenta Liliana Ortega, directora de la ONG Cofavic (Comité de Familiares de las Víctimas). Su organización, según apunta su web (www.cofavic.org.ve), se dedica a la protección de los derechos humanos y ofrece asesoría jurídica.

    Su página también aclara que la organización es "independiente de toda doctrina o institución partidista y religiosa". Mas su argumento no le exime del proyecto de ley sobre cooperación internacional que prepara el Gobierno venezolano. La nueva legislación pide a los activistas revelar los detalles de sus investigaciones "a cualquier ciudadano" y les exige que sus programas se ajusten a los de los proyectos gubernamentales. "Se trata de una desarticulación de la labor de las organizaciones", afirma.

    Las reyertas entre Hugo Chávez y las ONG que operan en su país no son nuevas ni poco frecuentes. En septiembre de 2008, el director para América de Human Rights Watch, José Miguel Vivanco, fue expulsado del país tras difundir un informe crítico sobre las libertades públicas en Venezuela. El canciller venezolano, Nicolás Maduro, advirtió entonces de que "todo aquel que pretenda inmiscuirse en los asuntos internos venezolanos recibirá el mismo trato que Vivanco".

    Vigilancia a los activistas

    La nueva ley no obliga a las ONG a dejar el país, pero sí vigila sus programas y actividades dentro del país. Amnistía Internacional ha advertido de que la legislación "obstaculizaría" la labor de los activistas y ha señalado que "no explica claramente los criterios" bajo los que operarían, decisión que queda en manos del presidente venezolano, responsable de emitir la normativa al respecto.

    Ortega afirma que el decreto pone en riesgo la labor que su ONG ha efectuado hasta ahora. "Cercena el trabajo de las organizaciones y desmantela muchos de los logros que hemos obtenido hasta el momento". Y entre si son peras o son manzanas, afirma que la situación no admite más espera. "Si hay algo que une a los venezolanos es la preocupación por la violencia", comenta. Una encuesta realizada por el Instituto Venezolano de Análisis de Datos difundida el año pasado señala que el 77% de la población de Venezuela señala a la inseguridad como el principal problema del país.

    Los datos están de su lado. Caracas es la capital mundial del asesinato, según señala Foreign Policy, con una tasa de 130 homicidios por cada 100.000 habitantes. Venezuela ocupa el primer lugar del continente. En 2008, se cometieron unos 52 asesinatos por cada 100.000 habitantes. Una cifra considerablemente mayor que los 35 de Colombia, los 20 de Brasil y los 17 de México. En Venezuela, un país de 26 millones de habitantes, unas 14.000 personas murieron asesinadas en 2008. La sangrienta lucha contra el narcotráfico en México, un país con 111 millones de ciudadanos, se cobró unas 6.500 vidas el año pasado.

    Escalada de la violencia

    En Venezuela, la violencia se ha agudizado en los últimos 10 años. En 1999, cuando Chávez asumió el poder, la cifra era de 5.974 muertos.

    Cofavic realiza investigaciones sobre los crímenes, pero Ortega explica que "las posibilidades para investigar de manera independiente son muy pequeñas. Las víctimas y los activistas sufren acoso y hostigamiento, además de impunidad". Ortega subraya que sólo un 2% de las denuncias llega a juicio y de éstos, sólo un 1% recibe una condena. Reyna agrega que las cárceles venezolanas atraviesan una situación aún más apremiante. Cita las cifras que reflejan la inseguridad en las prisiones venezolanas. Un informe del Observatorio Venezolano de Prisiones señala que un 2% de los reos del país muere asesinado.

    En Brasil, Argentina, México y Colombia, la tasa no supera el 0,1%. Las cifras oficiales, además, no incluyen los asesinatos cometidos en los penales. "Pasamos discutiendo sobre la legalidad de nuestro trabajo, cuando la mayor discusión debe ser los problemas que sufrimos todos los venezolanos", concluye.

    Elección parlamentaria en Argentina


    Toda elección, se a cuál sea, deja ganadores y perdedores, y la legislativa que ocurrió en el día de domingo en la República Argentina no fue la excepción, ya que la misma dejó heridos políticos muy fuertes y nombres que ya se ven con la banda presidencial en el 2011.

    Entre los ganadores sin dudas, lo tres principales son Francisco De Narváez en la provincia de Buenos Aires, Julio Cobos en Mendoza y Carlos Reutemann en Santa Fe; mientras que entre los perdedores, a la cabeza, se encuentran el ex presidente Néstor Kirchner, el gobernador Daniel Scioli, Elisa Carrió, Juan Schiaretti, Hermes Binner y Alfonso Prat Gay.

    De quienes resultaron victoriosos, el más fortalecido fue el empresario que representa a la centroderecha argentina, que con su triunfo da un espaldarazo a las políticas hasta hace poco tiempo denostadas por todo el mundo y las rémoras de los ’90 vuelven a hacer efecto en la sociedad argentina, que para darle una lección a la ceguera gubernamental, decidió pegarle por derecha.

    De esta manera, el proyecto que hace acordar a muchos al menemismo, trae a Mauricio Macri como su gran apuesta a nivel nacional, en lo que se avizora como una lucha de egos interna, ya que el ex gobernador bonaerense, Felipe Solá, hace mucho que está peleando por ocupar ese lugar, por lo que los resquemores no tardarán en salir a la luz, ya que el ex presidente de Boca Juniors cree que él es el único que está capacitado para dirigir al país, y que Felipe a lo sumo, podría llegar a ser un buen segundo, pero jamás el que dirija a la oposición.

    El triunfo del Frente Cívico Federal en Mendoza, catapultó al vicepresidente Julio Cobos como la gran esperanza de la oposición de origen radical para el 2011, y dejando a un partido centenario que hasta hace pocos meses atrás parecía totalmente desaparecido del mapa político nacional, en el arco de la escena política.

    Mientras que el espaldarazo, inesperado en las encuestas, de los santafesinos a Reutemann lo deja en primera fila para disputar la representación presidencial por el PJ antikirchnerista. El ex gobernador no sólo logró capitalizar su discurso a favor del agro sino que sumó a los sectores de clase media, incluso en la capital rosarina donde su derrota fue mucho más acotada de lo esperado.

    El otro santafesino que busca un lugar en las candidaturas 2001 conservará apenas dañada su imagen política. Pero la derrota de su partidario, Rubén Giustiniani, lo posicionará en una pelea por el espacio de centroizquierda con Carrió, Pino Solanas, e inclusive, con el vicepresidente Cobos.

    La derrota de Prat Gay y Carrió se limitan a una: la gran pérdida de capital político de la Coalición Cívica. Si bien ambos lograron entrar al Congreso, la apuesta a figuras nuevas y el discurso ético y moralista no surtieron los efectos deseados. Por el contrario, los alejaron más de un electorado que, en otros comicios, habían acompañado satisfactoriamente al proyecto.

    Un capítulo aparte merece el cachetazo electoral que sufrió el kirchnerismo. A tan sólo pocas horas de reconocer la derrota, el ex presidente Néstor Kirchner decidió ¨autoeliminarse¨ de la conducción formal del PJ nacional.

    Su reemplazo será Daniel Scioli, vicepresidente del partido y segundo candidato testimonial en la lista que el domingo perdió el manejo de la provincia más poderosa del país. La jugada de las testimoniales salió mal. Y los dirigentes de primera línea se mantendrán en sus cargos. Es el caso del gobernador y el vice bonaerense y de tantos intendentes.

    A partir de ahora se abre un nuevo proceso de negociaciones. Negociaciones que se llevarán adelante desde el seno partidario, porque indudablemente el PJ da señales de un fortalecimiento por fuera del kirchnerismo. Negociaciones desde la institucional, a través del nuevo Congreso y la aparición de un esquema político tripartito.

    Zelaya que domine su ambición y se quede quieto...


    TEGUCIGALPA (AP) - Las autoridades anunciaron el martes que el presidente depuesto Manuel Zelaya puede retornar a Honduras cuando él lo desee, pero lo hará como un "ciudadano común".

    "Zelaya no tiene vedado el ingreso a Honduras, lo que tiene que hacer es pedir un permiso para entrar al territorio y a mí me tocará dárselo y, por el momento, él no lo ha pedido", dijo a la AP el canciller Enrique Ortez Colindres.

    Señaló que "para autorizar el ingreso de Zelaya, a él no se le consideraría como un presidente, sino que un ciudadano común".

    Zelaya anunció que regresará el jueves a Tegucigalpa para recuperar el poder en compañía del secretario general de la OEA, José Miguel Insulza, de quien aceptó el ofrecimiento en una reunión celebrada el lunes en Managua por el Sistema de Integración Centroaméricana.

    Allí recibió un contundente respaldo de los presidentes de la Alianza Bolivariana para las Américas y el Grupo del Río.

    El ex gobernante proyecta volver el jueves a Tegucigalpa procedente de Washington, donde participará el martes, en una sesión de las Naciones Unidas en Nueva York.

    Ortez aseguró que "en esta semana nos encargaremos de darle la bienvenida a la misión de acompañamiento de la Organización de Estados Americanos (OEA) para que se den cuenta que este es un gobierno que respeta toda la ley, y que lo único que se hizo fue separar a un presidente por violar sistemáticamente la Constitución".

    El presidente designado Roberto Micheletti reveló que Zelaya intentó negociar su regreso.

    "El habló a un alto militar y le dijo que quería negociar. El oficial le contestó que no había nada que negociar, que ya había un nuevo gobierno en el país que él debía respetar", acotó Micheletti a Radio América. No dijo cuando se produjo la llamada telefónica de Zelaya ni dio a conocer el nombre del militar.

    Pero el líder empresarial Amílcar Bulnes manifestó que "si Zelaya retorna, se agudizaría la crisis por la cual transita el país".

    "No hay condiciones políticas en este momento en el país para que el ex presidente retorne al poder de la nación... y si Zelaya quiere a Honduras no debería de venir", subrayó.

    El director del Consejo de la Empresa Privada (COHEP), Benjamín Bográn, solicitó a la comunidad internacional que "respete las decisiones internas de Honduras", e instó a la OEA y las Naciones Unidas a enviar misiones a Tegucigalpa "para que conozcan lo que pasa en Honduras".

    Entretanto, las iglesias Católica y evangélica oran para que se concrete un diálogo que exista una salida a la crisis política.

    El obispo auxiliar de Tegucigalpa, monseñor Juan José Pineda, pidió a los católicos en su homilía que "no se dejen atrapar por el miedo... y el pueblo hondureño pasa por un momento de desconcierto, pero no de muerte".

    El presidente de la Confraternidad Evangélica, pastor Oswaldo Canales, solicitó a las nuevas autoridades promover el diálogo nacional "porque en la actualidad no existen ganadores ni perdedores".

    Añadió que "el país necesita de todos ya que existe una tarea ardua para la sociedad, pues hay otras crisis que no hemos visto en este momento a la cual hay que ponerle interés... y el pueblo de Dios debe esforzarse por mantener la paz, la tranquilidad y la unidad que conduzca al desarrollo del país".

    El comandante militar en la zona fronteriza con Nicaragua, coronel Ramón Betancourt, explicó a Radio América que "nuestra presencia aquí es normal a fin de que la población este tranquila", minimizando así informes inconfirmados de una inusual presencia militar por el presunto ingreso de tropas nicaragüenses.

    Las fuerzas armadas vigilan las principales oficinas estatales en Tegucigalpa y San Pedro Sula, a unos 180 kilómetros al norte de la capital. Entre esas figuran los edificios de la telefónica, los tribunales, el Congreso y la Presidencial.

    El diario Tiempo dijo el martes que la madre de Zelaya, Hortensia Rosales, está fuera de peligro luego de haber sido hospitalizada el domingo en una clínica privada de Juticalpa, el pueblo natal del ex mandatario.

    "Ella sufrió malestares cardiorespiratorio al saber que su hijo fue sacado al exilio a Costa Rica por las fuerzas armadas, tras el golpe de Estado", indicó. "Pero escuchó la voz de su hijo desde San José y su estado de salud fue evolucionando paulatinamente hasta que se estabilizó".

    Zelaya debió cumplir su gestión de cuatro años en enero de 2010, tras asumir en el 2006.
